Are these waterproof?

Non perforated toe caps appear to be waterproof when properly fit and opening taped.

What is the diameter of the Hoogoo big toe cap ?

1 1/2 inches, but it is so soft and stretchy that it could fit Fred Flintstone. Very comfortable. And it can be cut easily if it's too long (2 1/2"). For my small feet, next time I can get the smaller toe caps. (I used them for dance shoes.)

When you cut these to size, should you cut them to fit right up against the end of your toe? or do you leave a small gap?

They are very stretchy and flexible. I definitely wouldn't cut them unless they are obviously a bad fit. I think too long (leaving some extra air at the tip of the toe) is better than too short.
