It’s a switch so you break one side of the compressor circuit. Using the top and bottom terminals; com and n/c.

can the capillary be shortened or cut?

It probably could be but its best not to. It will void the warranty and it really isn't necessary. You can fold or roll up the extra lead wire and it will not affect the proper operation.

Their website says “3/8”x 4” bulb w/8’ capillary.
