Not useful
I hate to write a negative review since I am sure the authors put a fair amount of effort into their book. However, I really can't recommend this book. The book is mostly a series of screen shots strung together with minimal explanation. If you want a hands on introduction to RL programming I suggest that you look at the OpenAI Gym tutorial. The Sutton and Barto book is the place to get started in the theory. Unfortunately, the long awaited 2nd edition of Sutton and Barto is still not in print, so you will need to work from the .pdf version that is available online

Poor content
The book is a fuzzy collection of reinforcement learning concepts poorly explained on the theoretical side. Charts are drafted without care and convey no information at all. Code is ill formatted (on the Kindle version), with useless screenshots of results of installation code. It fell far short from my expectations, given its cover. You'd rather be served from plenty of free content available on the internet.

Poor
I have suggested earlier that Apress is turning into another Packt, and this "book" is another confirmation of the trend. Packt's reinforcement-learning entry, by Akhtar, is apparently nearly 100% plagiarized - I traced the code to online sources, and others suggested that Akhtar stole his text from an online course by Isbell and Littman - but you actually can understand from it what RL is. On the other hand, this thin "book" - 150 pages, but a lot of them is screenshots and questionable diagrams - is simply not fit for purpose. In that sense, it is closer to the self-published rip-off brochures by Story, Broad and Williams, which serve up word salad. Avoid, and go online; the course by Isbell and Littman is probably your best bet.

Reinforcement Learning by Screenshots
If you want pages of screenshots, this is the book for you. Screenshots of directory listings, screenshots of install process, screenshots of the next line being typed....

mostly filler
Amazon doesn't have a zero star rating. SO I had to give it one star. This book is just an assortment of screen shots and any original material is very poorly laid out with many half pages taken up by block diagrams that look like they were drawn in MSpaint. But ya, lots of lots of screen shots of apt-get output and the anaconda website etc. This book isn't worth the time to look at it to see that its worthless.
