Yep, it's a reel cover.
Appears to be a genuine Shimano reel cover. Covers my Calcutta & Calcutta Conquest reels nicely. Good stuff. I buy one every time I get another Shimano reel. The medium size fits my Calcutta 400B and the small size fits my Calcutta Conquest 201DC nicely.

Biggest Problem: Determining what size cover fits your reel
Very well made. The Medium Size fits the Shimano Calcutta 400 like a glove. The cover allows the spool of the reel to be protected, but leaves the star drag wheel and handle exposed, either on or off the rod. The problem with ordering is deciding what size required. Small, medium, large, etc. The amazon web nomenclature is no help. I had to read the buyer's comments to get an idea of the size needed. One reviewer has the best info. Search the buyers comments for the one with the picture of the brochure that comes with the cover. It lists in great detail the size required for numerous reels. Too bad the Amazon web page doesn't include that information.

Fits my Shimano Speedmaster II 16
I just got this in and didn't think it would fit, but it does, a little big actually. Shimano Speedmaster II 16, only reason I took 1 star off is because I also got the Large spinning reel cover for a Saragosa 10000. The neoprene is thicker and the cover just seems nicer than this cover, but it will work for the most part.

They work fine.
I put these on all my reels to protect against scratches and dings when transporting. Consult the size chart before ordering to get the right size. If it is a line counter reel like the Tekota, the fit will be snug because the width the counter adds. One reviewer complained that the logo was upside down when put on left hand wind reels. If that is important to you, turn them inside out. Most of the ones I have are printed on the inside too and display the logo right side up on left hand reels. the velco tab could be less stiff and possibly rounded. but you can trim the edges with scissors.
