would this work well for a 26 pound cat?

I wouldn’t use this style harness on a cat unless it’s already trained to a harness. I’d try more of a vest type that covers more body.. I guess you are trying to give it some exercise at 26 pounds.. good for you helping kitty.. but I think this harness would be too easy to back out of if kitty was to resist harnessing.

Is the chest strap adjustable? If not, how long is it on the small?

The chest strap is not adjustable. Not sure of length on a small.

Whats the right size for a potbelly pig?

I would assume you should measure around the chest/belly area, that is usually how you determine the size, read the info and it will tell you what size accommodates the measurements.
