Is it good for a young marines cover?

Yes, I believe it would work well for your Marines cover... I use it on my quilts before cutting, it never stains, it never is sticky, but you have to let it dry completely. The only thing I would think you may have to worry about is that it can shrink some types of material, not much though. to give an example if I starch a 5 x5 inch square, it will end up when dry to be 4 3/4 inches by 5 inches. I would try it out on something else first. maybe a baseball cap or something.
