Is this for sure a land line set? So when the electricity power goes out, this line will still work?

Yes; CS6529-3 is a landline set. However, AC power is required for it to function. Look at VTech CS6649 and CS6949 Corded/Cordless system. In the event of a power outage, you can still make and receive calls using the corded handset.
