Would this be an appropriate permanent marker for marking grid lines on a white needlepoint canvas?

Never tried it on canvas, we buy these pens to write on glass slides in the lab. They are very fine. And definitely permanent nothing takes it out of clothes when you accidently get a mark on cotton , does not come out with water soap, alcohol makes mark bleed out in fabric . Hope this helps a little.

The actual tip size is not listed in the pen's specs, but it is very similar to the Pilot Razor point pens, which has a fiber tip size of 0.3mm., surrounded by a 0.5mm plastic tip collar. The Pilot Extra fine point lacks the plastic collar, but the tip sizes of both pens look identical. So, go with 0.3mm, with a max size of 0.5mm.

can the pen marks be wiped off glass slides using ethanol?

YES. Alcohol swabs will erase these marks. Older marks need slightly more time, but clears completely.

What is the base for the ink?

So this is what I've gathered, it contains no xylene. It's waterproof on most surfaces. Amazon categorized this pen as gel pen but other sites push this pen as just a liquid ink. On the pilot site and office depot the specs aren't that much more detailed for artistic use. But going over the reviews most can say that this is one of the better permanent pens out there. I agree it's color is bold and very easy to use on most paper. I haven't noticed any bleed through on Moleskin Journals. But I have not tried any other type of paper yet. Hope this helps.
