Are these hardcovered

Depends on what you mean by 'hardcovered'. The cover is made of sturdy cardboard. You can fold it back if you want to. It's stronger than the usual notebook cover & I really like these notebooks & use them for everything.

Are the covers made of cardboard, or plastic? my daughter has gotten hardcore; all the books at staples and office depot have plastic covers.

The covers are made of thick, durable cardboard. Very eco-friendly.

Are these books good for writing using a fountain pen? Does the paper bleed?

Ballpoint pen or pencil is best. I use a gel pen with a broad tip and I can see it faintly in the back side, but can write on it without seeing the strokes. It works for my purpose but don’t think a fountain pen would work for you.

Are these notebooks hard covered?

No, they are not hard cardboard. I can buy these at Wal-Mart for .88/ notebook. Hardcover means hard to bend, such as a hardcover book. This is poster borad or card stock cover. Flimsy, not sturdy.
