Does it work with PoE?

Yes it does as I have a 24 port and 16 port unifi switches with Poe to power my AP's and camera and they are working great.

What is the maximum thoroughput of the jacks?

This panel is loaded with Cat6 rated keystones and capable of throughput of 10Gbps, but keep in mind that doesn't guarantee 10Gbps link due to the other factors, for example cable quality and length of the run.

Are keystones and mounting hardware included?

Yes, this is fully loaded panel, which means all 24 keystones are included. Mounting hardware included as well
