On the front side, is the white a true #ffffff? And the black a true #000000?

I don't know that I can tell. The side with the white balance grey has a very white middle top and a very black middle bottom. Same on the opposite side, mid top very white, mid bottom very black. I know 'very' is not as precise as #ffffff or #000000.

Is the large gray card with center target 18%?

No, it's a standard white balance gray card. The second from the bottom tile on both sides is 18%.
