About the white permanent vinyl, do you have any suggestion of the cricut setting?

Cricut: Blade-standard, Setting-Iron on; Silhoutte Cameo: Blade-1, Speed-3, Force-6, Passes-2, Material-Smooth. These specs are stated in the bullet points at the top of the listing. I use this vinyl on a USCutter MH-27 and have been very pleased. On my MH cutter I have adjusted the cutting blade just slightly deeper than Oracal 631 and 651. I have used it for Farmhouse and Christmas sign making as a hobby not professionally.

The paper backing is sticking to the vinyl why is this?

It needs a stronger transfer tape.

Could I use this to 'blackout' a large portion of a vehicle window?

You can use this adhesive vinyl on smooth surface like glass, cars, windows. It's used for stickers.

Hi is this vinyl glossy? Or matte?

It looks glossy but I not tried it yet (if that helps).
