Hello, this is the customer response team at Georgia Pacific. While you can set this dispenser on the counter and it will work, there are a few things to consider. Please note that the paper towel dispenses out from the bottom so, the paper towel will roll out onto the counter top and the cover hinge is located underneath the dispenser so the dispenser will not sit flush with the counter top.
