Yes, they do. I bought the 140lb vest 6 years ago. It's still holding up to being used every single week, loaded to the maximum 140lbs for the last 3 years. While the shoulder pads aren't very thick, or heavily cushioned/padded, they make a significant difference at 140lbs, simply by being wider, and distributing the load over a wider area.
