I bought a fx2000 and the reel goes backwards and wont lock is this normal?

The reel has switch that in the front that could be causing your reel not work right. If switch the lever the other side it should work right.

Can I use it for saltwater surf?

No, the reel is way to small to use for fishing off the surf, it’s more used as light tackle and for catching smaller fish.

Does ot have anti-reverse in the 1000 series reel

Yes. It's underneath, right behind the spool
