Does the white light flash or is it only the amber light that flashes?

Only the amber light. The white light has two intensity settings.

The description states ip65, the packaging on the item recieved states ip54. which is correct?

Do not know as no iinformation on. What is on the manual is that it conforms to RoHS (uk) and FCC (usa) standards. It is quite well made so I would expect it to be IP54/IP65 complient, ie, dust and splash proof.

In what country is it manufactured

There is no indication as to where it is manufactured, it is well made and sturdy and conforms to the uk standard of RoHS, you can check this on google.
