They are put in to separate bags, then in one bigger bag, yes could easily give as two separate gifts

Can this be filled by pouring the perfume in instead of using the spray?

No these ones you cannot pour in, it needs pumped. I think there are other ones available on Amazon that comes with a funnel to enable perfume to be poured in. I am sure I seen these.

I would not fill it up to the brim, but it doesn't leak.
