Are the grid lines engraved?

Yes the grid lines are engraved.

Would this be good for scrapbooking? It says it has a 12 inch blade - does that mean it can cut 12x12 inch paper?

It's 10 3/4" x 10 3/4". The blade itself is 12". I use it to cut leather, so I'm confident it'll have no problems with any kind of paper.

Where is the safety lock?

The safety lock is located on the side. The arm must be pulled outward slightly and placed into a knob that sticks out of the side of the body. It does not have a metal clip safety lock like some other paper cutters do.

Would this cut tissue paper?

It might! It does great with regular paper and I use it mainly for cutting sticker paper
