Which weight goes in which side of the pole?

It's really the flag twirler's preference. However, my daughter liked it balanced so the weights were in both ends.

Does it come with the bolts or do i need to buy thode seperate?

This product IS a bolt set. The weights are the carriage bolts seen above, shown in different lengths. What comes separate would be the flag pole. For the price, though, you can go to Lowe's and by a box of 50 of whatever size you're using.

"House fla" is where it ended. Is it a "house flag? Is that for a fraternity?These weights are for color guard flag poles, which are used by color (football season) and winter (indoor competition season) flags used during elaborate displays on the field, and in huge gym spaces.  These particular weights are used to balance the weight of the silk (or other flag material) you are spinning.  The team coach determines what weights (AKA bolts) go in the top & bottom stoppers.  This usually depends on the length of pole (e.g. 5, 5 1/2, 6, 7, 8 ft.), age/experience of the performers (middle, high school, college), and the weight (including size) of the fabric being spun.  If you're looking for these weights to help a "house flag" being hung off a building, from wrapping around the pole, these won't work for that. I'd recommend a heavy duty outdoor flag, or weighted flag that would be more windproof. If your flag has Greek symbols on it, that may be hard to find. But, maybe you or your house parent could sew weights, meant for that purpose, onto the bottom edges of the flag. Again, these are huge bolts, and won't work for a house flag!If you ARE a guard member looking to prevent your flag from wrapping around the pole whilst spinning, your handling technique is wrong, and your coach can help you. During a drop spin, for example, your nailbeds must be BOTH facing toward you, and DOWN on the downspin, and UP on the upspin. It's harder than it looks for the beginner! If you spin with your hands in any other position, and don't have your squeeze timing right, it's going to wrap inside 50 spins, to say nothing of a set of 500! I learned this the hard way, by practicing on a new pole without a silk.  It's really hard to undo the habit of grasping sideways, when you've got the silk on the pole.  It makes a huge difference, and you can't perform properly until you get it right. If this is the case, or for those guard members that are experiencing this, the weights don't correct the flag wrap; you have to correct your technique.Thanks for reading. Hope this helps. :-)

What size, in diameter are the carriage bolts? I need to add either longer bolts and/or lock nuts to add weight to her flag.

1/2" diameter. It's a standard size, which fits all color guard poles. The bolt head, at 1", fits perfectly at the top and/or bottom, to secure with guard tape.
