what you are calling an "appetizer plate" is actually called a ' Mini Dish" by Corelle. It measures 4-3/4" X 3/4". They use to call it a bowl till they rec'vd complaints......it is good for snacks, dipping dish or small dessert.

Is this a small version of the 20 ounce pasta bowl or a flat plate?

it is a flat plate it is the same size of a Publix 6 7/8 paper plate

The plain white plates are Winter Frost White. Great product.
