can they be cut lengthways

Yes if you only want to use the top half and you don't mind that you'll lose the slat pattern. Also you'll lose the the slot together stop which again would make it sit oddly. Otherwise they are not really designed to be cut length way's.

Do the fence panels stay that colour (ie walnut colour)

Yes they do fade slightly to a lighter colour, very slight and we are high up with full sunshine, wind, rain, snow

For those who have installed 12 months plus, are they still sturdy after gales and excessive hot sunny days

Very Study after gales, unable to answer on hot sunny days as have not been through the summer yet. my neighbour has the same for several years with no problem, so do not anticipate any adverse effects.

Each panel looks like it overlaps the one below for added strength. What is the resultant net height of each when the overlap is taken into account?

The panels don’t overlap, they slot into each other. Very satisfied with the result and easy to assemble.
