Are these for Short scale?

No, perhaps DR Strings does make something for the shortscale, but I used these on my 34.

How does the Light compare with the Medium strings?

Lighter strings are much easier to press down and require less strength for bending notes. They also have a brighter tone as is the case with most light gauge strings of any brand. The tone these strings have is slightly on the warmer side though due to the protective coating, but overall still sound good.

Will these work on a 30” scale Bass Guitar

I have only used them on long scale. You might choose to experiment. They are good strings.
