Q: What is the blanket made of?

I got solar blankets, which work really well, and I also bring, sleeping bags, easy to pack, but I swear by the solar blankets!

Q: When and where can i buy this?

I wish I could help. I purchased my kit on Amazon and see that for now it is not available. You might need to purchase items individually to create a kit. Or maybe contact your local fire department and ask if they know of an emergency kit they can recommend or what items they recommend for making your own kit. It could just be a supply chain issue. I'm noticing other items I used to frequently purchase are not available.
