i70c is 3-pin + 1 tachometer pin(4-pin pwm), i70 is 3-pin.

This might be a stupid question, but if i have an i5 cpu, can i use the i70 cooler?

Yes you can i3, i5, and i7 processors all work with this cpu cooler as long as the socket type is a LGA 1150, 1151, 1155, 1156, or 1200. I understand the name may be a bit confusing but just know that you need only make sure a cpu cooler works with whichever socket type your cpu has.

is there a way to turn the LED off?

Only uses a pin power connection, don't think lights can be turned off. Maybe if you download Corsair's RGB program to change it to black or something soo dim or completely off.
