What is the breaking strength of the 20 gauge wire?

Breaking point, or stretching? It is very flexible and will stretch out. I used this to build an antenna, can you be more specific for your use?

Is this wire attracted to a magnet?

Not at all. Placed my strongest neodymium magnet close to the wire and it does not move at all.

Can wire be buried outside in dirt or laid on ground for LED yard lights?

I would bury it as it is more fragile than I expected. I do have some laying on the ground and it hasn't been damaged yet, but when I was working with it I found the insulation to be rather thin
