Would these work for 2019 GMC 3500hd?

Yes you have to drill the flap and your fender. I just mounted them on a 2019 Chevy 3500 and able to use two factory bolts

Yes it will, you will need to drill the holes where you need them for your fender. That’s why I like they don’t pre drill any holes. Instead the give you a pattern

They are rigid but do have some flex to them
