do you have to buy 2 of these?

It is a 2 pack. You only need to buy them once.

Is this a wrap around style (not a slip on, like a ProTec IPS) which is easy to fit over gloves? thank you

It is a slip on, tight fit style.

Can it be used for mountain bicycling?

You will probably need to get used to the feeling of having a wrist guard on while gripping handle bars but yes you should be fine to operate the bike while wearing these.
