I would like to keep these in my garden window, inside my house. Will they grow if I plant them in September?

I grow year round, in my window, or under grow lights. You can do it, just try. Maintaining fresh plants is awesome and a great hobby :)

does mint seeds come in the package?

Not mint, but do look for any small mint plants at your local stores. Mint is easy, fast growing, and the flowers attract bees. Here's what the package lists: Parsley, Thyme, Cilantro/Coriander, Basil, Dill, Oregano Sweet Marjoram, Chives, Savory, Garlic Chives, Mustard, Sage. Most of my seeds are coming up nicely.

What is the success rates with these seeds

I planted half of the seeds in each pack in my indoor greenhouse mid winter, all grew wonderfully. I have been able to then save the seeds from the mature plants to keep these all going, and now planted the remaining original seeds outside and all but the parsley have comr up beautifully. The parsley may have not done as well due to the chilly weather. I would certainly recommend! Happy planting

Their literature states in the second paragraph, USA grown, non GMO seeds, so I would say yes. Have planted many and the harvest is amazing. Enough to give away to at least a dozen people in our LIONS group. No complaints!
