The entire fan footprint, including stand, is about the size of a softball.

does this fan have more cooling power than other fans of the same size? I've tried other small fans and have been disappointed

Yes, this desk fan can cool a cubicle very quickly, and a small office in a short amount of time. I normally face it so that it isn't blowing on me directly as it produces a bit of air for such a small fan.

Is this fan too quiet to use it as "white noise"?

It depends on where it will be vs. where you would be, distance-wise. At my desk, it provides good white noise. At my house, it probably wouldn't be strong enough.

what is the length of the cord?

I remember they length exactly in measurement but I know that the cord was longer than I expected and I was able to position and numerous positions on my desk and still had room around the computer
