How hard is this when completely sset?

Once set it's kinda like the feel of the dashboard in your car. If you push real hard it gives, a to a degree, but holds it shape very well otherwise. It's NOT hard like plaster or epoxy.

Came with broken scoop!

The box came torn, which isn’t a huge deal. My problem is that one of the scoops was broken and now I’m down a scoop and will have to guess instead of having two separate scoops as I will not be using the same scoop for the base as I would the catalyst.
