Are these genuine USPS and uncirculated ?

TlhePostal Service has called in all the 1861's from the field and they and the inventory they have will be destroyed. I told this by several Post Masters that it was routine to do this on special runs. I was also told that the 1862s would be called in soon. This was about six months ago. One can still buy single stamps for 1861 but none of the special packets, FDCs or presentation sets. The price is moving up on this the 1862 and 1863 since USPS is no longer making anything available except what they have on hand or called for destruction. Several of the stamps shown in the framed collection of stamps were used in the 1960's for the 100 year celebration. The certificate of authenticity only means that the stamps are printed and packedged in it's various forms by the USPS. I hav run into this same sitiuation several times in the past.
