Q: Will this work to glue two tines together? They are adjustable and have become too loose and just flop over.

I wouldn't expect it to help in this situation. It's closer to being a paint than a glue. It's useful for gluing the caps onto the tines because the caps protect the joint; without this protection I think that the joint would fail pretty quickly.

Uber Goop is 100% made in the USA.

Q: In the process of removing all corrosion I pulled off a piece of cracked swollen coating and it all just disintegrated leaving a 2-3 in gap! Now what?

if it is upright prong cut it all the way down and goop the top cut. if it is part of the frame or a lower lateral piece see if cutting it will compromise the frame, if not cut the rut part off. otherwise I would shop for a new rack. The goop does not work that well with so much vinyl gone, and if it pealed off you probably have other rust elsewhere under the vinyl.

Q: Does it work in a clothes washer?

I do not know the answer to that question I used it in the dishwasher only. The manufacturer or seller is the best person to answer your question. Sorry
