Q: Are these 40 watts rms per speaker?

Yes but save yourself the disappointment. These speakers are so tiny and low. Just go with the pro version instead. You’ll barely get any sound from these

Q: What is diameter of hole centers?

I wouldn't place my eggs in that basket. I drilled my holes with the connectors pointing in the upright position however design changes required them to go in the downward position and surprisingly, the holes didn't line up. That indicates that the holes are not precisely placed around the circumference of the speaker. Best advice is to wait until you are mounting then mark and place holes.

Q: what's the frequency response? and does it need a filter? or crossover?

120Hz-20kHz I used these as mid-ranges in my 3-way front door setup, but you do not need a cross-over otherwise.

Q: What is the outside measurement across speaker width and what is hole to hole measurement?

It is exactly 3.5 inches across. The cutout is 2.875 inches across but you can add a sixteenth to compensate for a jagged cut if its not going to be perfectly circular.
