It prevents you damaging your gums by putting too much pressure on the toothbrush head.

The on off button is recessed into the body of the brush if that's what you mean?

Yes you can use without App. The app just shows you how and where you are brushing and for how long. Not necessary but useful. The brushes are super expensive. Could be less so - but they are very good.
