The inner is Velcro and the outer is Velcro rigid so you can attach all your gear to it. Satisfied customer! Will try it out for the first time this weekend! Shot 2 competitions with it and things went well. I started with a simple need for a belt that could work for tactical training, competitions, bushcrafting and hiking. Needed to be regid/solid with no bends, small/thin and tight to the body. Also, I wanted a double belt, so that I could hang my sidearm from the inner belt and always have it with me, and the outer belt in the pictures could be mounted when needed, mostly for camping and hiking. I tried the old styles with the pads and inserts, but they end up too bulky and the sidearm is either too far out or can't move comfortable with it.Well... This belt solves all the issues. It's simple to get on/off, and you can quickly add equipment to it. No molle webbing, but it is thin enough that the molle on the pouches works great, and because of its rigidity it doesn't flop and pouches hold their position no problem. Also, the inner velcro helps with knives and other attachments that might need sideways motions. The velcro really helps with holding it all together.5 stars overall!
