I believe for white rice it is 1/2 cup more water than rice, the brown rice requires more water. Someone mentioned the rice was sticking but I've not had this happen once. It could be user error or maybe just a defective rice cooker but mine is doing just fine. The non stick coating is working quite well. I've also not ever had any liquids spilling over and leaking from all the times I've used it so far. Yes, it is small. It's 4 cups UNCOOKED (which means it doubles to 8 cups once cooked). That being said, look at the price. You won't get a huge fancy steam cooker for that price. It is decently sized and working well for the price you pay. I'm quite happy with the purchase personally. Also, the steam basket is white. It is normal for certain foods to stain. This happens with anything you use to store or cook certain foods. I like to batch cook my food but this will not be the rice cooker for that, which is fine.
