Can't have it both ways with current technology unfortunately. **Q: Is this intake legal in California?** A: Yes **Q: does this product come with the filter ?** A: Yes it should. Mine did. It's the filter, heat shield, plastic tubes, clamps, and screws, etc. It's easy to install but on the S2000 it's a really tight fit by the radiator. So be mindful. I also recommend buying a filter cleaner kit at the same time. It's super easy to clean, just don't over oil it afterwards and let it sit, and wait overnight till it dries to be safe. Good luck. **Q: Will it gets hydrolock if driving in the hardass rain?** A: This unit pulls air from roughly the same place has the factory intake. However the improvement on pick up is good but the sound now on full VTEC is a howl and I LOVE IT at 8500RPM.....
