Can this hold 15lb weight?

No no no! It’s terrible! Don’t get this one! It wouldn’t even hold ONE soaked floral foam. It’s super flimsy. I got it for my wedding and we couldn’t soak the foam bc it wouldn’t hold it up

Would this be strong enough for grapes?

No. Its honestly not strong enough to put anything on. When we built ours it caved in immediately from its own weight. I would suggest spending the extra few dollars on something else.

how long does it take to set up?

It took me about twenty to thirty minutes to set it up. I don't know if it will take you that long, but I had to move this outside and construct it outside. The directions are pretty straight forward. So, even someone with limited building experience can put this together.

Are these made in China?
