However, you could try This: Fit a cylindrical axle (even a pencil would suffice) through the bore of the spool from which wire is being removed. Glue the pencil to the spool, so that both must rotate together. Orientate the pencil horizontally and put a stout rubber band over it, so that the band hangs vertically downwards. Lash-up a couple of rudimentary bearings, arranged to support the pencil horizontally. Drop the horizontal pencil into them. Now attach a weight to the bottom of the rubber band. The weight must be hanging freely and putting some tension into the band. If you get the weight right, when you wind, tension on the wire between growing coil and feeding spool will overcome the pencil-to-band friction. So, the wire will be pulled from the spool onto the coil. When you stop winding, the band/weight combination will prevent the spool from turning, thereby preventing loss of wire tension. It would need some trial-and-error to get everything right. In fact, I'm going to try it myself.
