While this connector may not currently exist as a built in option on most power supplies, this connector can be powered via two 8-pin PCI-e sockets. In order to accomplish this, one need only to use this 12-pin to 2x8-pin PCI-e adapter. It allows any PSU, with enough wattage, to power the new RTX 3000 GPUs via 2 8-pin PCI-e sockets.

Wanted to hurry up and write this as there were no reviews when I purchased it. I only just installed it a few hours ago, but so far there has been no issues whatsoever.I bought it to replace the horrific looking OEM one that came with my Nvidia RTX-3080 Ti Founder's Edition. Fits just fine and connected to my EVGA 1000 P6 without an issue.Will post a picture later if I can, it looks so much better.
