The main problem is that contaminants (particulates) will adhere to the glue permanently. So, when you remove the tape from a surface, there will be less, uncontaminated surface on the tape to adhere to another surface. If the original surface was "dirty" enough, most likely the second time you try to stick the part into a different surface, there will be not enough uncontaminated glue to strongly bond to this new area. So, it is not a question of the quality of the glue or tape.
