A: I used WD-40 sprayed on the rotator

A: First, I would caution someone who is unable to walk to be sure to talk to their doctor before utilizing this machine.  
Speaking to the question:  You don't stand up on this desk elliptical - you use it while sitting down.  So, I would say that yes, if someone can lift their feet onto the petals & move their feet & lower legs from a sitting position that it can be operated.
