Q: Is the cushion soft foam or the hard memory foam? What is the thickness when compressed?

The foam is definitely a hard memory foam. I'm 120 lbs and there is absolutely no compression when I sit. I'm actually about 4 inches taller at my desk now.

Q: Does it elevate a short person enough to see over steering wheel and out over the hood of car? Or would A $20 walmart mem foam cushion work better?

It works very well for me in that capacity. The only small gripe is that it is large enough to partially obstruct access to the seat-belt anchor unless you position it as far to the left as you can on the seat cushion. Once buckled in, I don't notice it at all except for being able to see over the steering wheel.

Q: Is this cushion covered with fabric or is the whole thing foam?

It is covered with fabric and has a zipper on one side, so you can remove the foam to wash the fabric portion.

Q: Is the cover non-slip on the top and bottom? Will it slide off the seat or my butt if I'm sitting back in my chair?

The cover fabric is smooth with a suede-like texture. Based upon our usage, I would say it is non-slip whether or not the manufacturer classifies it as such. My wife has been using one of our two cushions on a smooth surface rocker for about six months now, and there's never been a hint of it sliding out of place.
