That way you won't have to pull the file drawer too far forward in order to access folders. In fact, both the top and second drawers can be pushed back so there is lots of room to work with in accessing the folders in the bottom drawer. I've had this product for over a year now, and still find it attractive and a nice addition to my small office space. Even with a lot of contents, it wheels easily. Review: Sturdy and useful - I was able to easily assemble this cart, with one exception. There are acorn nuts for the ends of the brackets. They are in pairs. One bracket of one pair was not threaded correctly, and it's not possible to get the nut, or another nut I had, on it to secure it. But, since they are in pairs, I assume the nut on the other bracket will hold. I'm using it in my shed to hold garden gloves, clippers, trowels, etc. It's got plenty of capacity, and surely could hold heavier items with no problem. I like that there are locks on one set of wheels. My only complaint about the design is that there are no "stops" on the drawers. If it was up against a wall, I guess that wouldn't be an issue, but my cart is not. Therefore, it's super easy to push the drawers out the back end of the cart -also, they slide very easily, and can easily be pulled all the way out. I needed a small file storage for some files that I keep handy near my desk. I didn't need another bulky filing drawer, so this was perfect. The 2 drawers for supplies was a nice bonus too. It is not what I would call solid, but surprisingly holds a lot of stuff. I just filled it up today with a good amount of files and it held everything with no problem... no bending or bowing, it held up nicely. My only real complaint is there are no stoppers to keep the drawers from shooting through one end and out the other. I have it up against a wall, so I don't think it will cause a problem unless I'm not careful when sliding the drawers or file drawer back in and it scratches or dents the wall. It is the same on either side, so no distinguishable front or back. It's on wheels, but the wheels lock so that keeps it right where I put it.
