You'd have to measure if your smaller dog can reach this comfortably. It is well made and needs to be assembled. However, I would not store food in the bottom loosely b/c if your pet drinks water sloppy then water can seep down inside and the food can get soggy. It's a nice product and nicely decorative. **Q: what is height of product?** A: About 6 inches? It was fun to put it together! **Q: How much food does it hold? (e.g. what size food bag)** A: The base unit holds 2, 2.2lbs bags of Evo cat food, more depending how you pack it, otherwise the bowls will not seat since they sit on top of the food. The bowls each hold quite a bit (for cats), they were so deep I had to put a saucer on top to prevent them from having to reach in so far.
