The arms and legs will both turn together when either are used, but can be used separately if you keep your arms/legs out of the way. There is good clearance to do this, and I do use one or the other just as much as together. 2. Not loud at all (My huffing and puffing at first were louder than the unit! :-) 3. The seat is adjustable and I find it VERY comfortable, but I am 6'2", so not real sure about how well it might fit someone 4'10". **Q: Can the tension be set to none. i just need the spinning action.** A: To the best of my knowledge, there is no zero tension setting as such. However, as long as you don't press the red button (Stop/Start), the bike has no resistance and you can bike like that. The display won't show speed, calories, distance etc. **Q: I have an inseam of 29" will my feet reach the pedals?** A: Hello, The PhysioCycle XT should work fine for you.
