is this safe if dog rips toy and gets to crinkle material?

It is plastic paper so it will not be “digested” if eaten by your dog.

can the crinkle be sewn in or do it just get placed inside the toy?

I have only wadded the crinkle film and stuffed inside the toy. It has held up well through several washes at this time. It works great. I have not sewn it in.
