Yes but as your cat uses it and covers her or his dirt the pellets break down bit I biy publix brand which is about 3.50 and I bag last me 2 months with 1 cat and no one knows I have a cat unless I tell them, I don't even use air fresheners ,I won't use any other kind

totally flushable, and no toxic chemicals are in this product. Also: Best cat litter for multi or single cat homes, won’t dry their paws out, lasts a long time, AND BEST OF ALL, ZERO LITTERBOX SMELL.

Usually you only use the top slotted part. Discard the bottom part. Place the slotted part in another bin, slightly larger to catch the sawdust after your cat urinates. Pads don't have to be used. If you do prefer pads, get the puppy training pads from Walmart. I think you can get 100 for around $15. There are YouTube videos to show you how to set this all up. Put in "Victorian Gardens Cattery litter box" and it'll pop up at the top of the page. She uses the breeze system with the pine pellets. The adjustments I mentioned will be explained well.
