What is the base made of?

The base is some kind of thermoplastic capable of handling a heated stainless inner plate. The Nordic Ware website has plenty of good information about the temperatures they can handle, etc.

How thick is the metal tray, a very old version had a tray that was nearly one eighth of an inch thick.

It's thick enough if they ship and wrap it correctly.

I don't know the exact weight but it is very lightweight. Not heavy at all.

Can you broil the steak on this

Yes you can broil on this, just don't put the bakelite holder in the oven. I broil on the stainless pan all the time.
