NO! they do not. TSA stopped me before I even got to the gate.

All airlines will surcharge for oversize bags when this exceeded. This specific bag must be checked and is never approved for carry on. Southwest, specifically, has a 2 free checked bags policy as long as you comply with the above limitations. Most, if not all, other airlines charge for all checked bags unless you are a priority rwards member or using their branded credit card. As an example, I am a million miler/Silver Medallion level with Delta. This gets me one free checked bag, second bag is the normal $35. Bag fees with other airlines usually start at $25 for the first bag, $35 for the second bag. Third bag and higher can be in the hundreds of dollars. Can this be used as a carry-on for American Airlines?

My husband has used it as a carry on many many times but has also been denied 5 times or so and forced to check it. (He travels for work)
